Displaced Higher Education Institution Personnel to Get More Financial Aid from DOLE

The Department of Labor and Employment (DOLE) offers relief measures to higher education institutions (HEI) personnel displaced due to the K to 12 program of the Department of Education. The Adjustment Measure Program (AMP) aims to provide assistance and intervention to said employees to enhance their employability and competitiveness.

Teaching and non-teaching HEI personnel affected during the K to 12 transition period from start of School Year 2016-2017 to end of school year 2021-2022 are qualified to avail of this program. However, full-time government employees with part-time teaching load and beneficiaries of CHED development grants and other government grants are excluded from the program.

Labor and Employment Secretary Silvestre Bello said that Department Order (DO) 177 would increase the rate of qualified personnel’s Assistance Measure Program (AMP).

“Beneficiaries will now receive assistance equivalent to either P10,000, 75 percent of the applicant’s last monthly gross salary, or the prevailing median salary of HEI personnel, whichever is higher,” Bello said.

He added that the provisions of DO 177 would be retroactive to May 30, 2014. Thus, existing beneficiaries and those who have completed the program shall receive different financial support based on the new computation.

The coverage of AMP was also expanded to include HEI personnel who have availed of early retirement program and voluntary separation program, those whose contract were not renewed, and those under work suspension.

DOLE has extended the application period from one month to one year.

Applicants need to submit the following to the nearest DOLE regional or field offices in their area;

-K to 12 DOLE AMP application form
-Certificate of displacement,
-Copy of complaint duly received by the National Labor Relations Commission (NLRC) (if beneficiary filed a case)
-Certificate of employment and compensation
-Any government-issued identification card

Aside from the AMP, there are also livelihood opportunities to be provided for displaced HEI personnel with DOLE providing working capital in the form of raw materials, equipment, tools and jigs and other support services.
